U.S. stocks surged 3 to 4 percent in the best one-day rally in six years amid signs of a government plan to address the global credit crisis.
The Dow soared 410 points to 11,019.
The S&P 500 rallied 50 points to 1,206.
The Nasdaq rallied 100 points to 2,199.
Crude oil settled at $97.88 a barrel.
