U.S. President George W. Bush signed legislation that will allow the United States and India to open up nuclear trade between the two countries. "This agreement sends a signal to the world: nations that follow the path to democracy and responsible behavior will find a friend in the United States of America," Bush said. Bush's action will pave the way for the details of the agreement to be signed by U.S. Secretary of State Condoleezza Rice and Indian External Affairs Minister Pranab Mukherjee in Washington on Friday.
