Congo refugees depend on U.N. handouts while fighting continues around them, despite peace agreement.
Talks mediated by the former Nigerian president have produced an agreement on paper, but fighting continues on the ground. After more than a month of confused fighting in Democratic Republic of Congo's North Kivu province where rebel attacks have displaced a quarter of a million people, United Nations Secretary-General Ban Ki-moon has asked Europe to help out with a temporary force.
