Talks mediated by the former Nigerian president have produced an agreement on paper, but fighting continues on the ground. After more than a month of confused fighting in Democratic Republic of Congo's North Kivu province where rebel attacks have displaced a quarter of a million people, United Nations Secretary-General Ban Ki-moon has asked Europe to help out with a temporary force.
