Russians question tactics over U.S.

After Obama's election win in the US, Kremlin officials debate whether the Russian President should congratulate him with a warm, hand-written letter or an impersonal note. Relations between the Russian and U.S. governments have been strained since the President Medvedev announced he would deploy medium-range weapons in Russia's Westernmost territory. The plans were announced just a day after the U.S. presidential election in retaliation for a planned American missile defence system in Poland and the Czech Republic.
