Rice in India for nuclear pact

U.S. Secretary of State Condoleezza Rice arrives in India after Congress ratified a historic nuclear pact, but was unlikely to sign the deal during her visit because of a bureaucratic "glitch." The deal overturns a three-decade ban on U.S. nuclear trade with India and could open up around USD27 billion in investment in up to 20 nuclear plants in India over the next 15 years.
