Pyongyang says it will resume taking apart its plutonium-producing nuclear plant after its removal from a U.S. terrorist blacklist. Washington has taken the impoverished North off the list following its agreement to a series of verification checks on its nuclear activities but the measure is being greeted with mixed reactions.
