Defense Secretary Gates said he plans to send an extra 7,000 troops to Afghanistan. Repeated U.S. calls for other NATO allies to send troops have largely fallen on deaf ears and nations such as Britain, Canada and the Netherlands with forces in the region have made it clear they are all but stretched to the limit.
