Amid talk of a U.S. troop surge in Afghanistan, the question is where will the troops come from. More troops would certainly have an impact, but the Iraq surge strategy was about more than numbers. A key element was the so-called Sunni Awakening, when Iraq sunnis abandoned al Qaeda to find common cause with coalition forces.
