Two Missing Children Found Safe, Mother Arrested on Drug Charges

Manatee County sheriff’s detectives found two children who were reported missing on Saturday. They were in good health.
Their mother, Barbara Stock, who was suspected of child abuse, was arrested for possession of prescription narcotics. The investigation into the allegations of child abuse continues.

Barbara Stock and the girls, ages 5 and 6, were last seen 3:30 p.m. Friday in the 2900 block of 26th Street West in Bradenton. They were in a 2000 white Buick Lesabre with Florida tag 683LIN driven by 66 year-old Arthur Kinsman, DOB 5-24-42. The man was not arrested.

Detectives have not released information about the circumstances that led to finding the children. They had been searching for Stock and her two young daughters out of concern for their welfare. Detectives responded to some child abuse allegations and they wanted to be sure that the kids are safe.

A CDC report based on data from the National Child Abuse and Neglect Data System between Oct. 1, 2005 and Sept. 30, 2006, found that a total of 91,278 babies were mistreated in their first year of life in the United States in 2006.

Child neglect accounts for 68.5 percent of the reported cases. Many of these cases of child neglect or child abuse may be linked to maternal drug use.
Early neglect and abuse raises the odds of a child’s risky behavior in adolescence and in turn could influence drug and alcohol use later in life.
