Hurricane Dolly - better said what was left of it - brought heavy rains with it and flooded parts of Texas and New Mexico leaving local authorities with no other option than the evacuation of hundreds of residents from their homes.
Authorities issued flash flood watch and flood advisory in several New Mexico counties as the water level of Rio Ruidoso went over its banks in the south-central part of the state.
More than 300 people had to leave their homes, campgrounds and a recreational vehicle park in the Ruidoso area. According to state Department of Homeland Security and Emergency Management, nearly 9 inches of rain fell in the mountainous area. Approximately 60 homes have been damaged and the flooding forced authorities to close some bridges and roads in the area.
A part of U.S. 70, the main highway in the area, has been closed. Also a street at River Ranch RV Park became impracticable and the race track at Ruidoso Downs flooded, canceling Sunday's entire race card.
Two people were reported missing in the water in the Rio Ruidoso area. The two separate incidents occurred as people apparently lost their footing near the river and were swept away by the strong current.
Between 20 and 30 people walked uphill as their campsite flooded and they were later picked up by a helicopter, said Tom Schafer, Ruidoso's emergency management coordinator.
According to the National Weather Service, in some areas of El Paso, Texas, it poured as much as 3 inches of rain over the weekend. Local authorities said they received about 17 reports of home flooding.
The state police deployed dive teams with boats to get the isolated people from the flooded areas.
"If Noah'd been around, it would have been good to build an ark," Department of Public Safety spokesman Peter Olson said according to DallasNews.com.
