Wisconsin Gov. Jim Doyle said Tuesday that he would
establish a new Department of Children and Families as of July next year.
"Health care in Wisconsin
should be a birthright, not a ticket to bankruptcy. BadgerCare Plus is simple
and will provide health care coverage to more families who need it," Doyle
said in a statement.
Doyle representative Matt Canter said that the state had been confident that
the federal government would approve BadgerCare Plus. Due to this new plan, a
family of four earning $35,000 could get coverage for $68.25 a month. Families
with lower earning would pay lower premiums. Families who have low-income can
enroll their children in the program at no charge.
Doyle named Reggie Bicha, 38, currently a division
administrator of Children and Family Services at the state Department of Health
and Family Services, to be the inaugural secretary of the Department of
Children and Families.
Doyle called Bicha "a successful leader who will be a
strong advocate for children.”
“He has the vision about what children and families need and
what the system needs to do to help them," he said, according to the
Milwaukee Journal Sentinel.
The new department is designed to help and protect kids and
families of the state.
The department will combine more than 30 services under the
Department of Health and Family Services and the Department of Workforce
Development. It will also have a budget of more than $1 billion and more than
500 employees in Madison, Milwaukee and around the state.
Doyle made his plan public in Milwaukee at the Penfield Children’s Center
in front of elected officials, community leaders and the family of Jim Ryan,
the former director of the center who recently died of stomach cancer.
