Cairo/Berlin - Al Qaeda leader Osama bin Laden has accused some Arab leaders of complicity in Israel's offensive on the Gaza Strip in December and January, according to an audio tape aired by broadcaster al-Jazeera Saturday.

In the recording - which could not be authenticated - bin Laden called Arab leaders "hypocrites" and said that "liberating Jerusalem needed honest Arab leadership."

"It has become clear that some Arab leaders were complicit with the crusade Zionist alliance against our people. These are the leaders that America calls moderate," bin Laden said.

He termed the Israeli offensive - which left 1,434 dead according to a Palestinian rights group - as "Gaza's holocaust." He called for the creation of a body to focus on the region's future, but said that leadership could not be provided by "hypocrites."

He also called for uprisings in Iraq.

If authentic, it would be the second tape bin Laden has released in as many months focusing on the Gaza offensive. In a January 14 tape posted on the internet, he called on Muslims around the world to take revenge upon Israel for the Gaza offensive.
